Medical Marijuana Facilities in Citrus Heights - YES or NO??
On January
25th, the Planning Commission will be considering a proposal from
the City Attorney’s office that would prohibit medical marijuana dispensaries
in Citrus Heights. The proposed ordinance, prohibiting medical marijuana
facilities, will be available for public review by January 11th.
Following the Planning Commission’s discussion, the City Council will consider
the proposal. The City Council meeting is tentatively set for February 9th.

In the Sacramento Bee indicated that we did have one on Sunrise Blvd in Citrus Heights in area 7/8. They showed a map of all the facilities in Sacramento County and there it was in Citrus Heights. But how could that be??? We have never been sent information on a business going in for this purpose and I would receive it since I am adjacent to 7/8. For some reason I was under the impression that we already had something in place that said, "NO medical marijuana facilities" in Citrus Heights- even it is only a temporary item. I remember being told that through our Neighborhood Meeting . I am shocked!
I was hoping to be at the meeting, but looking at my schedule, if the meeting is in the evening I will NOT be able to make it. However, I have already sent comments by email to Colleen Mcduffee. I hope that more of the residents of Citrus Heights will be attending.

Military Monday - 110 year error put right
A late update from Sylvan Cemetery, but as you can see from the story too, better late than never at all.
Jim Monteton, long time resident & neighborhood leader in Citrus Heights, found that a number of Civil War Veterans buried in our local cemetery - Sylvan Cemetery - were buried without headstones. A small flimsy metal piece was left as a marker waiting for a headstone that never arrived. Jim took it upon himself to go through the process, the paper maze through the Department of Veteran Affairs to get one headstone (at first)....

On Saturday 29th of October 2011 the headstone was put in place, Honor Guard presentation, "6" Gun Salute, Bagpipper, celebatory wreaths and the 'grieving' widow (just to complete the picture), Channel 3 taping, hundred or more spectators plus City Leaders attending.
Now I think it will be time for the others at the Sylvan Cemetery to receive their proper headstones.

Sylvan Cemetery- Citrus Heights overdue headstone for Civil War Veteran buried 110 years ago
THEODORE COLLINS FITCH, Captain Union Army 1865 – 121st
Ohio Infantry
Born September 13, 1838 – Died September 3, 1901

On September 3, 1901, Theodore Collins Fitch died. He was a veteran of the American Civil War
and had served from the beginning in 1861 all the way to it’s conclusion in
1865. He served in the 6th
Ohio Infantry and the 121st Ohio Infantry, rising from private to
the rank of Captain by wars end. He was
laid to rest in the Sylvan Cemetery in Citrus
Heights , California .
Captain Theodore Collins Fitch did not receive a headstone
for his grave site. Instead there is
simple metal bar in the ground with a small metal tag with his name, age, date
of death and that he was a Civil War Veteran.
Over the 110 years since his death the tag has been bent and wrinkled to
the point that it could no longer be read.
His final resting place almost became an un-marked grave.
After six months of research and building a document file on
Capt. Fitch, a request was made of the Department of Veterans Affair for a
proper military style headstone to place at the grave site. In mid September, the headstone arrived at
the Sylvan Cemetery . It is a white marble, military style
headstone with all of the information to describe the final resting place of an
American Veteran.

Capitol Pops Concert Band lights up the Citrus Heights Community Center on Oct. 15
"An Evening with the Capitol Pops Concert Band" is set for 7:30 to 9:30 p.m. Saturday, Oct. 15, 2011, at the Citrus Heights Community Center, 6300 Fountain Square Drive.
Under the baton of Director Jerry Lopes, CPCB concerts feature Broadway show tunes, movie themes, marches and patriotic songs, as well as old/new popular standards. For more than a dozen years, the band has performed at venues and events throughout the Sacramento area, including the Sacramento Jazz Jubilee and the west steps of the Capitol in downtown Sacramento.
The Oct. 15 concert is sponsored by the City of Citrus Heights. It is free and open to the public. Refreshments will be available for purchase on-site.
Director Lopes will add to the concert’s fall flair by featuring some spooky Halloween tunes and some lively polka music in honor of international Oktoberfest celebrations. The Citrus Heights concert also will feature vocalists and instrumental soloists.
Musicians in the Capitol Pops Concert band span a wide range of ages, from students to nonagenarians. The CPCB scholarship fund provides private music lessons for interested students.

3rd Annual Holiday Referral Program through the Citrus Heights Police Dept
It is that time of year to
begin working on our 3rd Annual Holiday Referral Program. We are planning
to start advertising and releasing the application on September 26, 2011.
Please keep an eye out for families that could benefit from this program.
Due to the large numbers of referred families last year, we will be shortening
the “open enrollment” period for the applications. We expect to open the
process on October 3, 2011 and close it on October 14, 2011. We have also made
a few changes to the program that we felt would benefit everyone involved in
the program. These changes are reflected in the attachments titled
“Information Sheet” and “Program Information.” This will give us 6 weeks to evaluate families
and children you are in contact with.

We are also asking that
anyone interested in holding a donation drive (i.e., food drive, toy drive,
etc.) for this year’s program to choose a category listed in the attachment
“Donation Request.” If each club,
school, or business could focus on collecting “like items” in the categories attached, we can provide each family with the same
food items. We have come up with
these categories based on last year’s needs. However, please feel free to
make any suggestions if you feel we are missing something.
We are also expecting to
receive a lot of donations from the community and due to the limited space and
time we plan on accepting donations starting November 14, 2011 and ending on
December 1, 2011. If any of the clubs or schools plan on holding a donation
drive before November 14th we will try to make arrangements to store
the items. We are grateful for any help we can receive from the
community; however, there is only limited space for storage and we want the
adopting families to have adequate time to choose items for their family.
For the service clubs and
schools, please talk with your clubs/organizations regarding their
participation in this program. We will take any help they are willing to
give. We will also be setting up a meeting around the second or third
week of September to discuss this program in further detail.
I have attached the tentative
program timeline, application draft, information sheet, and possible donation
categories to this email. All of these documents are still being updated
and are not “set in stone”, so please feel free to review them and make
suggestions. We look forward to another great year and hope that
the changes noted in the documents attached will assist with better
organization, like items, and more time for family interviews.

PRESCRIPTION DRUG PROGRAM through Sacramento County
Through a neighborhood leader Jim Monteton: "Last Friday (August 26, 2011) I attended the District 4 breakfast
that Roberta MacGlashan holds every month. During that meeting a
presentation by the Sacramento County Department of Health and Human Services
was made the identified a Prescription Drug Program that exists in
the county that is available to all residents. It costs nothing
and you don't have to join any thing or fill out paper work. You simply
go to the web site listed below and print out a Drug Prescription card.
Then when you go to your pharmacy show the card and get a discount on
all prescriptions. It could be as much as 40-70% off. At the web
site you can check locations and pharmacy's within Citrus Heights."

ALERT - Road Work Sep 6- 23, 2011
Beginning Tuesday, September 6th at 9pm, Weston
Construction Corp will begin night work at the intersection of Auburn Blvd and
Greenback Lane. A FULL ROAD CLOSURE will be in effect from 9pm
until 5 am (access will be fully open by 6am). Greenback will be
closed westbound from Park Oaks/Bremen all the way to Garfield. Eastbound
will be closed from Garfield to Desimone. Auburn will be closed from
Desimone to the McDonalds (next to Chevron). Traffic heading up Auburn
will be able to make a right on to Desimone and access eastbound
Greenback. The detour maps
are also available online. Road closures will occur nightly
beginning Tuesday, September 6th (pm) and ending Friday,
September 23rd (am).

City of Citrus Heights Harmony House Wish List
I have received this request through our own Citrus Heights Police Department and I wanted to share it with you. Another chance to help.
Below is a wish list for items to assist our local domestic violence center. Please share with your constituents where appropriate.
Our city’s safe house, named “Harmony House”, is managed by volunteer advocates from the Domestic Violence Intervention Center. It depends largely on donations for the community to keep the house stocked with all the items needed to make the house a warm and safe home until these families can begin to start their lives in a new positive direction.
This summer the Harmony House is asking for your help in getting the word out to help find new or gentle used items. The DVIC graciously accepts gift cards to office supply stores in Citrus Heights, Lowe’s, Orchard Supply Hardware, Target, and Walmart.
The DVIC is also asking for assistance from anyone who may have maintenance skills to help with some minor repairs. As the location of the Harmony House is confidential and access is strictly limited, please contact me for more information if you can offer this type of assistance.

New Art in City Hall Exhibit - City of Citrus Heights
The current Art in City Hall exhibit features the artwork of Daniel Geisinger. Daniel is a nature artist who specializes in wildlife, landscape, pet portrait, and personalized oil paintings. The artist was raised in the Bay Area and currently resides in the foothills of the Sierra Nevada Mountains.

New Local Book - Images of America: Citrus Heights by Jim Van Maren
Arcadia Publishing has released the latest volume of its Images of America series, focusing on the City of Citrus Heights. The book is authored by Jim Van Maren, a descendent of one of the city's founding families, and includes over 200 vintage images and memories. Although Citrus Heights was only recently incorporated, it is a community with roots that go back 150 years.
Fields of lavish, green grass and groves of beautiful oak trees greeted earlier settlers, who saw fertile land for farming and sustaining growing families. With early residents' insights for agricultural use and development of roads, schools, and places of worship, Citrus Heights has grown from a farming settlement to a modern suburb and a favorite place for families to thrive in Sacramento County. The Van Maren family was one of Citrus Heights' earliest founding settlers, and this book of vintage photographs is culled largely from the collection of community stalwart Jim Van Maren, whose great grandparents started farming here in the 1850s.
Highlighting such achievements as the first grammar school in the eastern part of Sacramento County, this collection is an inspiration to the community spirit. Assisted by Citrus Heights Historical Society president Wilma Camilleri and Citrus Heights History and Art Commission chairwoman Teena Stern, Van Maren documents in these images the journey of this singular town through the decades, with insights that only locals can provide.

WARNING: 2nd Dead Bird Tests Positive for West Nile Virus - District Four Sacramento County
DEAD BIRD TESTS POSITIVE FOR WEST NILE VIRUS
West Nile Virus Activity Continues in Sacramento County
Elk Grove, Calif.- The Sacramento-Yolo Mosquito and Vector Control District (District) received confirmation today that an American Crow has tested positive for West Nile virus. The bird, which was found in the Arden-Arcade area of Sacramento , is the second indication of WNV activity for this season. Earlier this year the first positive bird was found in Elk Grove. "Finding a positive bird is significant because it means that the virus is present in our area" said David Brown, District Manager. "Dead birds provide an early indication of where positive mosquito samples may also be found. At the same time, this is also a reminder for the public to take precautions such as wearing a good insect repellent to avoid being bitten by mosquitoes and decrease the risk of human cases developing later in the season." The hot weather of the past few days and the beginning of summer have increased the abundance of mosquitoes and increased virus activity in the state. As a response to the detection of WNV, the District will increase its mosquito trapping and surveillance in the area to find sources where mosquitoes may be breeding.
The public is encouraged to report dead birds by calling the California Department of Public Health hotline at 877-WNV-BIRD (877-968-2473). Some species of birds such as crows, jays and magpies are very susceptible to the virus and are more likely to die from the infection. Though not all birds that are called in will be picked up and tested, the reports provide valuable information and assist with mosquito surveillance and control efforts that help protect public health. Birds are hosts for WNV and mosquitoes transmit the virus by biting an infected bird and then biting a person or other animal.
In 2010, 6 deaths and 111 human WNV cases were reported in California .
Practice the District D's of Mosquito Prevention:
DRAIN standing water that may produce mosquitoes.
DAWN and DUSK are times to avoid being outdoors.
DRESS appropriately be wearing long sleeves and pants when outside.
DEFEND yourself by using an effective insect repellent. Make sure to follow label directions!
DOOR and window screens should be in good working condition.

I don't want to get into politics per say but I felt that this little piece of information could be very important to the residents Citrus Heights in the near future. You read about it and make your own decisions.
This is something to really give some thought too. If you have questions about this I suppose a good place to start asking questions is at our own City Council Meetings, our Mayor and Council members.
The City of Citrus Heights is now being proposed to be out of our Congressional District and lumped with the City of Sacramento in Mrs. Matsui's District.
I am NOT sure that we want to see this happen. The City Council and the residents of Citrus Heights need to think about sending letters to the Commission expressing their desires to be in a Congressional District with cities of like size and your communities of like interest.
The Commissioner who is asking for this to happen is saying that Citrus Heights has more in common with Downtown Sacramento because Citrus Heights is off the Highway 80 corridor than Elk Grove. This makes no sense as Elk Grove is a total commuter city to the city of Sacramento.
Additionally, I believe the Citrus Heights would be at a HUGE disadvantage if they were with the City of Sacramento as the City is 450,000 people and you are 82,000 people. Your voice will be muted as compared with cities of similar size and with a Member of Congress who will be more accessible to you.
This is something to really give some thought too. If you have questions about this I suppose a good place to start asking questions is at our own City Council Meetings, our Mayor and Council members.

Citrus Heights General Plan Update & Greenhouse Gas Reduction Plan
The City of Citrus Heights has scheduled the final public hearings on the City’s General Plan Update and Greenhouse Gas Reduction Plan.
The project includes a focused update of the Citrus Heights General Plan in the areas of sustainability, mobility/complete streets, and water quality/flooding. The project also includes adoption of the City’s first Greenhouse Gas Reduction Plan.
Environmental Determination: A Final Environmental Impact Report has been prepared and will be considered for certification at the public hearings. A Mitigation Monitoring and Reporting Program has also been prepared.

Meeting Purpose: The City Council will review a resolution that would certify the Final Environmental Impact Report, adopt the Mitigation Monitoring Program, adopt the focused update to the General Plan, and adopt the City’s first Greenhouse Gas Reduction Plan.

HUGE YARD SALE!!! -- this weekend- actually it has already started!!!
Looking to help out in the community. Here is an opportunity to find treasures for yourself and help the Citrus Heights Community Marching Band at the same time. They are raising funds to buy their fall performances uniform.
FYI: Fall performances consist of San Juan High School Homecoming and Mesa Verde Homecoming during half time. These are only two on many appearances for this in demand Marching Band. Let's get out and help support their efforts. (and you never know what goodies you will find at the yard sale)

NOTE: maybe the sale will continue on June 24th and 26th depending on how much is left to sell or more treasures are donated after this weekend has ended - so if this weekend isn't good for you maybe the next weekend is better.

2nd Annual Pet-a-Palooza event that is taking place at Rusch Park(7801 Auburn Blvd) , Citrus Heights on Saturday, June 18, 2011 from 10am - 4pm. This event is fun for the entire family (including pets) and is free to the general public. There will be live music, dog performances, animal adoptions, activities for the kids, and much more! And the floats will be on display after the parade in the Sunrise Mall parking lot. There usually will be lots of other activities going on ....... bring the family and enjoy all the activities!!!

Is the Citizens Academy for you?
The Citrus Heights Police Department is projecting to have another Citizen’s Academy class starting sometime in mid to late May. The Citizen Police Academy consists of 10-three hour sessions every week. Each class is instructed by well-trained and experienced officers of the police department. Graduates of the academy will have a clearer understanding of the police department. They are limiting this class to 40 students and they already have a handful of people on the waitlist for the start date of this class.
A Citizen’s Academy application can be obtained at the front lobby of Citrus Heights Police Department during business hours. (the registration form maybe on their website - listed below) When Larissa receives an application, sheI will put it on the waitlist. Once a start date is officially announced, she will call all of the applicants to tell them the date and any additional information about the class. So get your applications in early so you can nab your seat in our free Citizen’s Academy! Have a great week!

FREE Household Hazardous Waste Drop-off
The City of Citrus Heights and Allied Waste Services are providing three FREE drop-offs for Household Hazardous Waste (HHW), sharps and batteries to help residents recycle and properly dispose of hazardous materials. The joint effort is to provide a safe, convenient HHW disposal option.
This first free drop-off is Saturday, May 7, 2011, from 8:00 a.m. to 1:00 p.m. in the back parking lot of Sunrise Mall, located at 6196 Sunrise Mall in Citrus Heights. Drop-offs are convenient ways to help protect the environment.
Acceptable materials include common household items such as: automotive fluids, acids, household and auto batteries, pesticides, motor oil, gasoline, home-generated needles and syringes, household cleaners, paints, solvents and fluorescent lamps and tubes. No ammunition, explosives or radioactive material or e-waste can be accepted.
Appointments encouraged: Please call (916) 638-9000 or (916) 725-9060 to schedule an appointment or for more information.
This program is only for Citrus Heights residential customers serviced by Allied Waste. Proof of residency (Allied Waste bill or other identification) required. No commercial customers or businesses, please.
Each customer drop-off will be limited to 15 gallons of liquid or 125 pounds of material per vehicle. Future HHW drop-off events will be held in August and October. Look for more information in upcoming Allied Waste bill statements.

NEIGHBORHOOD WATCH vs Neighborhood Meetings
So what is the difference? Should we have only Neighborhood Watch Groups or just our Neighborhood Meetings? OR BOTH!! That will be the question to answer at our Neighborhood Meeting 26 April, 2011 - Twin Oaks Ave Baptist Church, corner of Twin Oaks Ave and Mariposa Ave., Citrus Heights. 7pm
Let's really find out what it takes to form a Neighborhood Watch. It won't surprise you to find out that you would need to talk to your Neighbor - all your neighbors on your street in order to see if they want to support this effort. You need everyone's buy in to make it work. Let's talk and see what will work and how to start.

The current show is a "Student Art Exhibit" which features artwork by Sylvan Middle School and Mesa Verde High School students who participate in the San Juan Unified School District Arts Community. A model of sustainability, the students in the San Juan Arts Community reused the frames purchased with a City grant for last year's Student Art Exhibit in order to share 16 new pieces of artwork with the community. The Student Art Exhibit will remain on display until June 2, 2011.
A new exhibition is featured every two months and generally includes the work of two to three artists. The public is invited to view the art collection at City Hall during regular business hours. To receive email notifications when there is a new exhibit, sign up for the City's e-notifer service.

Outgrowing Sayonara Drive Community Center
The current Sayonara Drive Community Center, run by Campus Life, has been operating successfully for more than six years. The center has outgrown it current facilities. The City is proposing to construct a small neighborhood center and park on the City-owned parcels on either side of Ming Way and Sayonara Drive. Currently there is a need in the Citrus Heights community for a flexible meeting space for local service clubs, resident groups and non-profits. The City is proposing to construct a small neighborhood center at 7521 Community Drive, the former Lions Clubhouse site, at the intersection of Sylvan Road and Community Drive. You are invited to attend a community meeting to provide input on the center's design and function.
